Langtree response

Liberal Democrat parliamentary candidate, Cllr Ryan Bate, has submitted his response calling on Warrington Borough Council to reject Langtree's application for a major logistics site at the M6-56 junction:

'Having stated my objection to the Stobarts application on the grounds of a failure to meet very special circumstances for Green Belt release and prematurity to the Local Plan process, I wish to state the same objections to the Langtree application. The significantly larger scale of the Langtree application makes these objections even stronger. To approve this application before the Local Plan is adopted would completely predetermine the outcome of that process and therefore undermine the integrity of the process and the opportunity for the public to make their voices heard on the strategic direction for Warrington.I appreciate that planning authorities are required to determine major planning applications within a certain timeframe, however when that decision will have such significant bearing on an ongoing Local Plan, I would have thought it entirely justifiable to delay such a decision.'

'The protection of Green Belt has rightly been enhanced in the new National Planning Policy Framework. In addition to fulfilling the designated purposes of Green Belt, the land in question also has significant landscape value and contributes to the wider health of both the environment and the public. At a time when environmental issues such as climate change and public health problems such as air quality are swiftly rising up the national (and international) agenda, it seems foolish to contemplate building a large logistics site in this location.

'In addition to these two serious concerns, I am deeply concerned by the unacceptable scale and location for a facility of this nature which will damage the character of the area beyond recognition. Given the location's rurality I am also concerned about highways, both in terms of local roads and the cumulative impact on the motorway network. This is despite assurances from highways experts who claim that local roads and the motorways can cope with this development. Frankly such assurances fly in the face of the daily lived experience of the people I represent and myself, who on a day-to-day basis see Grappenhall Lane and the M6 reduced to a crawl of queuing traffic. The cumulative impact may be negligible in traffic modelling terms, but in reality, people will face more, longer queues and suffer the economic and social consequences of sitting in this traffic for longer.

'Whilst considering any economic gains which an application such as this may offer, we also need to take into consideration the social and environmental costs involved. Wellbeing must trump economic growth as we consider Warrington's future. This application should be judged alongside the Stobarts application and both should be rejected.'
